298 Niblick Senior Housing is a proposed age-restricted (55 years and older), low-income residential housing community in Paso Robles, designed to address the growing shortage of affordable housing for seniors in San Luis Obispo County. The development is a partnership between AHDC and Paso Robles Housing Authority (PRHA). The development will feature 30 units in total, including one on-site manager’s unit, with a thoughtfully planned mix of 25 one-bedroom units and 5 two-bedroom units, ranging from approximately 626 to 885 square feet. The design prioritizes accessibility, safety, and community integration for older adults. The target population includes residents from Paso Robles, the broader County of San Luis Obispo, and surrounding areas who meet both the age and income qualifications. All units will be rent restricted to households earning 30% to 60% of the Area Median Income (AMI), ensuring long-term affordability.
The building is proposed to be designed as a three-story structure constructed of wood frames supported by concrete slabs and perimeter foundations. Exterior finishes are proposed to be a variety of materials using durable and environmentally friendly building materials in a variety of colors throughout the development. All aspects of building construction will comply with quality construction standards to ensure longevity and safety of these high-quality structures.
The resident center will include a fully furnished multipurpose room, a kitchen, restroom facilities, laundry rooms, and manager office spaces as well as maintenance and utility rooms. In addition, there will be a leisure open space including a picnic area and space for the residents to enjoy the outdoors. Exterior design features, site layout, and aesthetics will take into consideration the surrounding uses along with the traditional Paso Robles genre.
The proposed development is located on an approximately 2.11 vacant parcel at the southeastern corner of South River Road and Niblick. It is bounded by Niblick Road to the north, the Alder Creek apartments to the east, Highland’s Church to the south, and a local street to the west. The property is adjacent to two large commercial shopping centers known as Woodland Plaza I and II. Major retail tenants consist of Wal-Mart, Kohl’s, Albertson’s, CVS, Big 5 Sporting Goods, an optometrist, public transportation, medical offices, dentist office, parks, walking paths, shopping, banks, and several other retail-oriented businesses and restaurants.
