Peter HerzogPeter Herzog

Peter Herzog is the co-founder of Affordable Housing Development Corporation (AHDC) and the founder of Real Estate Deveolopment Services. He is currently acting President of AHDC and a member of its Board of Directors. His primary scope of activity includes the direction and execution of market analysis, site acquisitions, product design, city entitlements and financing for all projects.

Since 1984, Mr. Herzog has participated in the development of approximately 15,000 apartment units in the Western United States.  His extensive experience in the multi-family housing industry has enabled AHDC to deliver high quality affordable housing in a timely and efficient manner to clients and investors nationwide.  He continues to manage and maintain AHDC’s relationships with major financial partners, city and state government agencies and Housing Authorities to ensure the success of AHDC’s existing communities and provide continuing opportunities for new growth. 

Mr. Herzog also has a direct role in the planning and development of each project on a practical level, and is involved in decisions on matters ranging from building elevations to design features, and landscaping to property amenities.  He interfaces with city governments and other local groups to ensure that every property both reflects and enhances its surroundings, be they natural or urban.  Mr. Herzog was presented with the Community Business Leadership Award by the Family Self-Sufficiency Corps of Fresno County for the year 2001. In addition, Mr. Herzog and AHDC, Inc. were recipients of the Family Self-Sufficiency Fresno 2004 Benefactor of the Year Award for their generous contributions and fundraising efforts on behalf of the non-profit program.

Mike ConwayMichael Conway, Jr.

Since 1975, Michael Conway, Jr. has played a significant role in the multi-family housing industry in the State of California.  As founder of Ashwood Construction, Inc. and co-founder of AHDC, Inc., Mr. Conway has become a prominent developer and builder of multi-family housing.  His current construction portfolio through 2001 contains over 15,000 units, representing some 12 million square feet of residential construction.  During 1986, he constructed in excess of 3,700 apartment units with a market value of approximately $148 million, ranking Ashwood Construction within the top ten largest apartment builders in America.

The construction expertise that Mr. Conway has developed over the past several decades is evident in the stability and assurance of quality that he brings to AHDC.  Currently a member of AHDC’s Board of Directors, with a primary focus on direct management of all phases of construction for both new and rehabilitated properties.  He has successfully completed projects ranging from 30 to over 416 units in size including market rate and affordable multi-family housing, high-end market rate and affordable seniors housing, and seniors assisted living facilities.

Several key factors have contributed to Mr. Conway's longevity and success at continuing produce impressive volumes of high quality housing.  The most important of these factors is his strong personal belief in intensive job supervision.  Mr. Conway sees this as his "front line" of production and product control and personally visits each job site on a regular basis to monitor scheduled activity.  This hands-on supervision coupled with the knowledge and expertise of his on-site project supervisors and project managers provide him with the ability to maintain production schedules and cost controls, reinforcing his position as one of the foremost builders of multi-family housing in the Western United States.

Anne ToyloyAnne Toyloy

Anne Toyloy joined AHDC in 2000 and currently holds the position of Financial Controller.  She oversees all financial reporting including the handling of audits, tax returns, budgets, and the cash position of all operating accounts.  Mrs. Toyloy is also responsible for the performance of AHDC’s sizeable portfolio of stabilized properties.  This task includes approving budgets, analyzing financial performance and monitoring the stability of individual properties. 

Since joining AHDC, Mrs. Toyloy has made numerous contributions to the company’s financial structure, including the creation of a comprehensive portfolio-wide database reflecting the entire financial history of every AHDC property.  She has streamlined both budgeting and financial planning operations, and is responsible for advancing AHDC relationships with third party reporters.

Mrs. Toyloy has over twenty years of auditing experience, including serving as Chief of Audits for the California Youth Authority.  She is a Certified Internal Auditor, a Certified Government Auditor, and a member of the Accounting Honor Society.  Mrs. Toyloy holds a degree in Accounting from California State University Sacramento.
